Well, the question is if this sprite is somewhere in the game already. She may be in some zone with no interesting content where no one is going so I haven't noticed her.
File date says June 2016 (last change) so Crow obviously created the character and then probably forget about that. Starting and not finishing work seems to be his way of life.
But it got to the official archive as he added many files that are not used in the game and missed many files that are actually used.

The HTH Wikia is deleted so I've lost the source of information on characters. There is another wiki on fandom.com now but it has no actual content.

I've noticed, she appears to be sitting on some wall or something. That limits where we can place her.

Her hands are apparently on level surface supporting her sitting on something a bit high.
Maybe the fountain in Stone Circle back area, or a barstool and bar on Nariatt beach, or somewhere in the tower. Or somewhere in wast new zones of no content...

There is an a horse-feline mix unicorn Kibo, then some mediocre horse Rachael and ugly horse Misty. I would place Kibo somewhere, not clickable, no dialog. I suggest to forget other two horses.
